Romanian sticker: Everything you need to know to drive legally
To use national roads and highways in Romania, purchasing an electronic vignette called Rovinieta is mandatory. This vignette applies to most motor vehicles, including passenger cars, and must be obtained before entering a toll road. Unlike other countries, it is not only highways that are affected, but also many national roads. The system is fully digitalized: the Rovinieta is linked to your license plate and its validity is automatically checked by surveillance cameras spread across the road network.
With EuroVignette, you can purchase your vignette for Romania in just a few clicks, securely and quickly, choosing the duration that best suits your stay. Find all the essential information on this page to drive safely in the country.
Highways and roads concerned in Romania
Unlike many European countries where the vignette only applies to motorways, Romania imposes the Rovinieta on the entire national road network, including many main roads outside of motorways. This means that even if you only travel on national or regional roads to reach a destination, you are required to have a valid vignette.
All highways (marked by an "A" followed by a number) and national roads (DN) are affected. However, the Rovinieta is not required for driving in the city or on certain local roads of purely municipal interest. Failure to comply with this rule may result in severe penalties, even for a few kilometers driven without a vignette.
Highway entrances and some major roads are equipped with automatic control cameras that scan plates and detect uncovered vehicles. To travel with peace of mind, it is therefore essential to purchase the Rovinieta even before leaving your starting point.
Driving without a vignette: zones and exceptions
In Romania, the Rovinieta is mandatory for any vehicle traveling on highways and national roads, whether it is a long trip or just a simple passage. However, there are a few specific exceptions where the vignette is not required. You can travel without a vignette in urban areas, that is, within the administrative limits of a municipality, as well as on certain local or communal roads not managed by the state.
However, these exceptions are limited: as soon as you leave a city to take a national road (DN), a fast lane, or a highway (A1, A2, A3, etc.), the vignette becomes mandatory. Many fixed and mobile cameras are installed on the network to automatically check license plates. Even a short trip without a vignette can result in a fine, without prior warning.
What types of vehicles need a vignette in Romania?
In Romania, the Rovinieta is mandatory for all motor vehicles traveling on highways and national roads, regardless of their registration (Romanian or foreign). This includes passenger cars, motorhomes, vans and minibuses, trucks, and buses.
Only motorcycles are exempt from the vignette, regardless of their use. Trailers do not require a separate vignette, but the towing vehicle must be covered.
The pricing category varies depending on the type of vehicle, the number of axles, and the GTW (gross vehicle weight). Therefore, when purchasing, it is essential to correctly indicate the type of vehicle to obtain the correct vignette.

Validity periods of vignettes in Romania
The Romanian electronic vignette adapts to all types of journeys thanks to a wide range of validity durations. Whether you are in transit for a few days or traveling regularly, you can choose from several options:
A: Passenger vehicle (PV)
B: Goods transport GVW ≤ 3.5 t
C: Transport de marchandises 3,5 t < PTAC ≤ 7,5 t
D: Transport de marchandises 7,5 t < PTAC < 12,0 t
E: Transport de marchandises PTAC ≥ 12,0 t, ≤ 3 essieux
F: Transport de marchandises PTAC ≥ 12,0 t, ≥ 4 essieux
G: Transport de personnes 9 – 23 sièges
Each period corresponds to a specific rate, defined according to the vehicle category.
For passenger cars (category A), the most common durations are 7 days, 30 days, 90 days, and 12 months. There is no daily vignette for this category, unlike heavy trucks and buses, which can benefit from a 1-day vignette.
The validity starts at the date and time chosen at the time of purchase, and it is recorded via your license plate. You can buy the vignette in advance and schedule it for deferred activation.
In case of a check, only the presence of an active vignette that complies with your type of vehicle will protect you from a fine.
Validity example: 7-day vignette for a car
You are purchasing a vignette on Monday, August 5th at 2:30 PM, choosing a duration of 7 days.
The vignette will be valid from August 5 at 2:30 PM until August 11 at 11:59 PM, which is a full 7 calendar days, even if the purchase was made during the day.
The exact date and time of validity start are always indicated in the confirmation email. In case of a check, the license plate is automatically verified via the network cameras.
Where to buy your vignette for Romania?
Purchasing the Romanian electronic vignette (Rovinieta) is simple and quick. You can order it online before your departure, directly through authorized platforms like EuroVignette, ensuring secure payment and immediate activation. Just provide your license plate, choose the validity period, and your vignette will be automatically registered in the national database.
If you prefer to buy it on-site, it is also available at partner gas stations, border posts, some post offices, or through vending machines located near major roadways. Regardless of the method chosen, it is essential to ensure that the vignette is active before driving on a national road or highway, under penalty of heavy sanctions.
Sanctions for not having a vignette in Romania
Driving without a valid sticker in Romania is considered a serious offense, even for a few kilometers. The control system is fully automated: fixed and mobile cameras scan license plates in real-time on highways and national roads. In case of an offense, the fine is sent to the vehicle owner's address, even if it is registered abroad.
Fines vary depending on the type of vehicle:
- For a passenger car: between 300 and 500 RON (approximately 60 to 100 €)
- For heavy trucks or utility vehicles: up to 4,500 RON (approximately 900 €)
Additionally, no reminders are sent, and the absence of a vignette is not tolerated, even for a short trip or an oversight.
Simply not having purchased the vignette before entering a relevant axis can be enough to trigger a penalty. It is therefore strongly advised to buy it in advance and keep your proof of purchase in case of a dispute.
Highways in Romania: a developing network subject to sticker
The Romanian highway network is still under development, but it is gradually expanding to connect major cities and the country's borders. Currently, Romania has over 1,000 kilometers of highways in operation, the main ones being A1 (Bucharest – Nădlac, towards Hungary), A2 (Bucharest – Constanța, towards the Black Sea), and A3 (partially opened, towards Cluj-Napoca and Oradea). These highways are an integral part of the national network and are all subject to the Rovinieta vignette.
THE HIGHWAY NETWORK IN ROMANIA
1300 km
The Romanian government is making significant investments to accelerate the construction of new sections, particularly in the regions of Transylvania and Moldova. By 2030, the goal is to double the total length of the highway network, with many construction sites already underway. Romanian highways are well signposted, modern on recent sections, and equipped with automatic control posts to verify the validity of vignettes.
The specifics of the highway network in Romania
The Romanian highway network has several important specifics to know before hitting the road. First of all, it is still in the process of expansion, with many sections opened partially or in isolation. Some highways are not yet fully connected, which sometimes requires alternating between expressways, national roads, and local detours. Therefore, it is essential to plan your route in advance, especially if you are crossing the country.
Another peculiarity: in Romania, the Rovinieta vignette applies not only to highways but also to the entire national road network, including many main roads (DN). This model is different from that of most other European countries, where only highways are concerned. This means that even without using a highway, you must be compliant if you leave an urban area.
Finally, Romanian highways are equipped with automatic control cameras that continuously scan license plates. The system is completely dematerialized: there are no physical tolls, no barriers, but checks are omnipresent. Recent infrastructures provide good driving conditions, with modern gas stations, rest areas, and bilingual signs on main routes.
Can an electronic vignette be transferred in Romania?
No, the electronic vignette is neither transferable nor modifiable once purchased! It is automatically linked to the license plate entered at the time of order and remains valid only for that specific vehicle for its entire validity period.
This means you cannot:
- Transfer a vignette to another vehicle (even in case of sale, exchange, or temporary replacement)
- Correct a typo on the license plate after payment validation
- Change the validity period after purchase
What to do in case of an error?
If you entered an incorrect license plate or selected the wrong type of vignette, the vignette becomes invalid and you risk a fine during a check, even if payment has been made.
No modification or refund procedure is provided by the authorities, which is why it is essential to check all information before confirming your order.
When placing your order on EuroVignette, you can quickly contact our customer service in case of an error at the following address: support@euro-vignette.com

Driving in Romania: driving rules and local specifics to know
Before getting behind the wheel in Romania, it is better to know the local traffic rules and some road peculiarities. From strict adherence to speed limits to the obligation of specific equipment in the vehicle, some standards may surprise foreign drivers. Here are the key points to remember for a smooth journey and to avoid any unpleasant surprises.
Main rules to follow
- Daytime running lights are mandatory day and night, even in broad daylight and good weather.
- Seat belts are mandatory for all passengers, both in the front and back.
- Using a mobile phone is prohibited without a hands-free kit.
- Maximum allowed blood alcohol level: 0.0 g/l → zero tolerance. Any consumption is prohibited for drivers.
- Mandatory presence of safety equipment in the vehicle: warning triangle, reflective vest, first aid kit, approved fire extinguisher (for Romanian vehicles and recommended for foreigners).
- In winter (November 1 to March 31), winter tires are mandatory if conditions require it, even temporarily.
Speed limits (unless otherwise indicated)
In Romania, speed limits are clearly defined according to the type of road and the type of vehicle. Unless otherwise indicated by signage, the maximum speed limits are as follows for passenger cars:
50
km/h in urban areas
90
km/h on secondary roads
100
km/h on national routes
130
km/h on motorways
For novice drivers:
- 110 km/h on the highway
- 90 km/h on national roads (DN)
- 80 km/h on secondary roads
- 50 km/h in urban areas
For vehicles with trailers:
- 100 km/h on the highway
- 80 km/h on national roads
- 70 km/h on secondary roads
- 50 km/h in urban areas
In case of bad weather (rain, fog, snow), it is recommended to reduce your speed, even without a temporary speed limit displayed. Non-compliance with the authorized speeds is punished by progressive fines and point deductions for Romanian drivers. Significant excesses may result in the immobilization of the vehicle or sanctions transmitted abroad for tourists.
